All participants must fit the following definitions of "single parent" (including single pregnant women) or "displaced homemaker" to be eligible for support services in "YOUR PLACE" class.
The federal definition of displaced homemaker, found in the 1998 Workforce Investment Act, is as follows:
• Single Parent: An individual who is unmarried or legally separated from a spouse and has a minor child or children for which the parent has either custody or joint custody, or is pregnant.
• Displaced Homemaker: An individual who is an adult; and
• has been providing unpaid services to family members in the home
• has been dependent on the income of another family member but is no longer supported by that income, and
• is unemployed or underemployed and is experiencing difficulty in obtaining or upgrading employment

Clarification:
• Incarcerated individuals who fit either the "single parent" or the "homemaker" definition are eligible for services.
• Married students who are 17 years of age or younger do not fit either definition and therefore, are not eligible for services.
• Under Section 134 on allowable statewide activities, public assistance recipients within two years of lifetime TANF eligibility included.
From among individuals who fit either the "single parent" or the "displaced homemaker" definition, priority must be placed on services to:
• Single parents and displaced homemakers with the greatest financial need.
• Displaced homemakers who because of divorce, separation, or the death or disability of a spouse must prepare for paid employment.
